Vice president is not part of the executive branch, Dick Cheney says.
Cheney has long maintained that he does not have to comply with an executive order on safeguarding classified information because, in fact, his office is part of the legislature. Cheney, whose single constitutional duty is to serve as president of the Senate, says the vice president's office is not an "entity within the executive branch" and therefore not subject to annual reporting or periodic on-site inspections

executive branch offices are required to give the Information Security Oversight Office at the archives data on how much material it has classified and declassified.
Cheney's office provided the information in 2001 and 2002, then stopped.

While Dick has been declaring his sovereignty, Chimpy did some fundraising for another of his favorite rubber stampers, Jeff Huckleberry Hound Sessions, R-Alabama. He tossed in the usual taxpayer funded trip to a "public" event with a little speechifyin' to cover RNC costs...we need to cut down on gas but Jet Fuel doesn't count.
Sessions even rated a ride on Air Force One to and from Alabama for Thursday's $1,000-a-ticket reception in a downtown convention center, which shoveled $900,000 into his campaign account.
